Overview

What you need to knowabout this route.

For startups relocating to Spain under Ley 28/2022, the immigration process has two critical phases: obtaining a positive ENISA evaluation (which validates the startup's innovation and scalability) and then applying for the Startup Entrepreneur Visa through UGE for each founder who will be based in Spain.

I manage both phases end-to-end β€” the ENISA dossier preparation (business plan, market analysis, innovation narrative, financial projections) and the subsequent visa applications for the entire founding team. The quality of the ENISA dossier is the most important factor in success; it's where I add the most value.

FAQ

Frequently askedquestions.

What does ENISA evaluate?β–Ό
ENISA assesses the startup's degree of innovation (is this genuinely new?), scalability (can it grow significantly?), market potential, team quality and business model viability. The dossier must address each dimension persuasively.
Can we apply before incorporating?β–Ό
Yes β€” you can apply based on a detailed business plan and intent to incorporate. In practice, I advise on the most efficient sequence, which sometimes means incorporating first.
What if ENISA gives a negative report?β–Ό
A negative report is not permanent. You can revise the dossier and resubmit. The most common reasons for negative reports are insufficient innovation differentiation, weak financial projections or incomplete team information β€” all of which are fixable.
How many founders can apply?β–Ό
All co-founders who will be physically based in Spain can apply. Each applies individually through UGE, referencing the same ENISA report.
What happens after the ENISA report?β–Ό
Once you have a positive ENISA report, UGE processes the visa applications within 20 business days. I manage the UGE stage as part of the package.
